A Civil Engineering (Honours) graduate from Universiti Malaya and a PhD holder in Engineering from Monash University, Ir. Dr. Low Hin Foo commands over 22 years of experience in the design and construction of reinforced concrete and post-tensioned buildings as well as bridges within Malaysia and beyond.
He is a chartered engineer registered in Malaysia, United Kingdom and Australia, and is also a corporate member of the Institution of Structural Engineers of United Kingdom (IStructE), the Institution of Engineers Malaysia (IEM) and Singapore (IES), as well as Engineers Australia (EA). With his extensive industry experience, Ir. Dr. Low is highly adept at end-to-end project management, including project costing, planning, and implementation.
Prior to founding OSD Design Group, Ir Dr. Low held key positions in several corporations, including his roles as Technical Manager of BBR Construction Systems (M) Sdn Bhd and Senior Engineer of PJSI Consultants Sdn Bhd. He is currently leading the group corporate office, OSD Alliance Sdn Bhd, as the Group Managing Director, as well as serving as the Principal Engineer cum Managing Director for OSD Consultants (M) Sdn Bhd.
Ir. Dr. Low has vast knowledge and experience in design and construction engineering for integral bridges, precast and cast in-situ prestressed concrete segmental box girders (SBG) as well as long span bridges with cable-stayed and steel arch bridges.
Well-versed with various bridge construction methods and temporary work design, he is proficient at proposing precise and optimised schemes for structures that not only meet design requirements, but also align with the clients’ objectives and budget. His areas of expertise further comprise prestressed structures for large commercial projects and high-rise towers, particularly in design handling for prestressed flat slab or flat plate systems with irregular column grids, including prestressed transfer plates.
Apart from that, Ir. Dr. Low has imparted invaluable knowledge to the industry on the behaviour of prestressed transfer plates via research projects with Monash University Malaysia, pertaining to the experimental and numerical studies on prestressed transfer plates subjected to staged casting and sequential stressing of tendons. He is also familiar with the design of structural repair, upgrading and strengthening works for both reinforced concrete and prestressed buildings and bridges, as well as other specialised and complex structures, such as prestressed concrete silos, iconic pedestrian bridges, marine jetty, and wharf structures.

With over 33 years of industry experience across Singapore and Malaysia, Ir. Chang Chee Cheong graduated in 1986 with a Degree in Civil Engineering from the Nanyang Technological University (NTU) in Singapore. He is registered as a Professional Engineer with the Practicing Certificate (PEPC) with the Board of Engineers Malaysia (BEM), and a Corporate Member with the Institute of Engineers Malaysia (IEM). He also holds a Diploma in Business Administration.
Following graduation, he held prominent roles in several companies such as Principal Engineer of KTA Tenaga Sdn Bhd, and Senior General Manager of BBR Construction Systems (M) Sdn Bhd. Ir. Chang is currently the Executive Director of OSD Consultants (M) Sdn Bhd.
With his ample experience, Ir Chang is an honourable industry leader in the design and construction of post-tensioned building and bridge structures. He is highly adept at various bridge construction methods and temporary work design, particularly for sea crossings and bridges over wide rivers, deep valleys and other challenging site conditions. Ir Chang is regarded as one of the few local authority figures in the design, detailing and construction engineering of long span bridges, including steel arch and cable stayed bridges. He also advocates meticulousness in his approach in the design, detailing and construction sequence of prestressed structures.
Amongst his contributions towards the local construction sphere, Ir. Ms. Grace is a Marketing graduate from The Chartered Institute of Marketing in the United Kingdom. She has since gained over 20 years of relevant experience within sectors including engineering, and shipping and logistics. Amongst her various proficiencies are administration, accounting and finance, human resource management, office management, customer service, sales and marketing, space control, and performance management.
As the Executive Director of the corporate office, OSD Alliance Sdn Bhd, Ms. Grace helms overall office management, including contract management, accounting and finance, administration, and human resource management. She also serves as the Human Resource, Admin and Accounts Manager at OSD Consultants Sdn Bhd.

Ir. Tie King Bang started out as a Civil Engineering (Honours) graduate from Universiti Sains Malaysia (USM) prior to building up his portfolio over the past 15 years through various corporations in Malaysia, including his role as the Technical Manager of BBR Construction Systems (M) Sdn Bhd. His substantial industry knowledge encompasses building and bridge construction engineering.
Ir. Tie is a Corporate Member of the Institute of Engineers Malaysia (IEM), and a registered Professional Engineer with the Board of Engineers Malaysia (BEM). He is currently helming PT Innovative Design (M) Sdn Bhd as the Managing Director.
Adept at the design of prestressed building design, from post-tensioned beam slabs and flat slabs to prestressed transfer plates, Ir. Tie is particularly skilled at proposing cost-effective alternate design solutions for building structures. He is also proficient at integrating project and construction planning into structural designs with complex detailing and components to complement the construction stage.
Having been heavily involved with the construction of the LRT Extension Line, the MRT Sungai Buloh-Kajang (SBK) Line, and the Sungai Buloh-Serdang-Putrajaya (SSP) Line, Ir. Tie is a seasoned expert at temporary work design and construction engineering of long span viaducts and MRT station structures.

With over 17 years of industry experience to date in consultancy design for bridges, buildings and other infrastructure, Mr. Chow Soon Keang is a Civil Engineering (Honours) graduate from Universiti Kebangsaan Malaysia (UKM).
Besides earning his stripes as a Member of the International Association for Bridges & Structural Engineers, Mr. Chow possesses broad design experience across Malaysia, Singapore, United Arab Emirates and also Hong Kong. He previously held various key roles in international design firms such as TY Lin (International) Sdn Bhd, and Hyder Consulting Engineers Pte Ltd, and is currently the Managing Director of BR Innovative Design (M) Sdn Bhd.
With a superb dexterity in solution management, his area of expertise covers bridge structural analyses and the designs of various kinds of span, configurations as well as continuous and integral bridges, with proven history of working with long span and specialised bridge design and construction, including precast and cast in-situ segmental box girders (SBG) as well as cable-stayed bridges.
Amongst his various achievements, Mr. Chow’s notable career highlights include the various long span crossings for the Klang Valley Mass Rapid Transit (KVMRT) projects, the Batang Sadong Bridge and the proposed Batang Igan Bridge in Sarawak, as well as the Jurong Region Line of Singapore MRT, elevated viaducts of the Singapore North-South Corridors, the King Abdullah Financial District in Saudi Arabia, and the Palm Jebel Ali in Dubai.
